Seminars on Statutory Requirements of the
Construction Workers Registration Ordinance

 


The Construction Industry Council organises a series of seminars to explain the requirements of the Construction Workers Registration Ordinance (Cap. 583) (“CWRO”) to stakeholders in the construction industry, including “designated workers for designated skills” (DWDS) requirement which took effect on 1 April 2017 and the full implementation of Construction Workers Registration System (CWRS) on 30 September 2017. 

Relevant stakeholders in the industry, especially contractors and employers of workers must ensure strict compliance with the CWRO in order to avoid being prosecuted for breaching the requirements. All industry practitioners are welcome to attend. Seminar details are as follows:

 


Seminar on Designated Workers for Designated Skills

The DWDS provision stipulates that registered construction workers are not allowed to carry out construction work of any trade divisions specified in Schedule 1 of the CWRO, except for the following situations:

  1. that person is a registered skilled/semi-skilled worker (including provisional registration) of the designated trade division; or
  2. that person is working under “Instruction and Supervision” of the relevant registered skilled/semi-skilled workers; or
  3. that person is a registered skilled worker and performs work-across skills specified in the CWRO; or
  4. that person is carrying out exempted works specified in the Construction Workers Registration (Exemption) Regulation. 

This seminar will explain how to implement the DWDS requirement on construction sites, in particular the reasonable measures for “Instruction and Supervision” work arrangement.


Seminar on Construction Workers Registration System

Under the CWRO, the principal contractors must provide devices at construction sites to retrieve the electronic data stored in worker registration cards and submit the daily attendance records (DAR) of the hired registered construction workers to the Registrar through the CWRS for the period of 7 days after any construction work begins on the site; and for each successive periods of 7 days, within 2 business days after the last day of the period concerned.

Apart from fulfilling the above requirements, contractors are strongly advised to verify the DAR on a daily basis in the interests of all parties concerned, such as the issues related to site safety and security.

This seminar will introduce the structure of the CWRS and demonstrate its operation and maintenance as well as the method to manage and submit the DAR through the system.
